Bowling Out Loud League Rules 2009-2010 (League Rules PDF)

Rule 1.  Schedule

The Bowling Out Loud Bowling League shall be sanctioned with the American Bowling Congress and the Women’s International Bowling Congress through their local associations.  The league shall consist of 10 teams with a playing strength of 5 persons per team, either men, women or mixed.  The league will bowl on Sundays for 25 weeks commencing on September 13, 2009 and will end on March 21, 2010.  Bowling will not take place on the weekend following Thanksgiving and the Sunday of Christmas.  All sanctioned matches will start promptly at 3:00 p.m.

Rule 2.  Management

The management of this league shall be vested in the board of directors, which shall consist of the officers and team captains.  The league membership shall elect officers and shall adopt league rules.  A majority shall constitute a quorum.

Rule 3.   Fees

The amount to be paid by each bowler each week shall be $13.00 of which $9.50 will cover the cost of bowling, with the balance to be placed in the league treasury.  Bowlers will pay their sanction fee on the first week of bowling.  In order to collect the last three weeks of bowling in a pre-payment form, the following double pay dates have been set, September 27, 2009, October 25, 2009 and November 22, 2009. These double payments may be made ahead of time but must be paid by December6, 2009.

If a bowler is absent, he or she is responsible for payment for that week’s bowling.  The monies shall be paid at the following week of bowling.  Each team captain is responsible for payment of his or her team’s fees.

Rule 4.  Salaries

If a salary is to be paid to the secretary or any other officer, it shall be established by the league membership and shall be paid at the completion of the league schedule, unless otherwise specified. Full payment shall not be authorized until the secretary had furnished to the secretaries of both the men’s and women’s local associations all average sheets requested by them, including final average sheets.

Salaries shall be paid to the secretary and the treasurer.  The salary shall be based on a charge equivalent to the league fee per person in the regular league and will be divided between the secretary and treasurer on a 2/3 and 1/3 basis.

Rule 5.  League Funds

Bowl-A-Vard Bowling Lanes will act as in house banking for our league. League funds shall be deposited weekly. Withdrawals from the account shall be made only with the joint signatures of at least two authorized officers of the league.

Rule 6.  Prizes

To qualify for individual awards a bowler must have bowled in 2/3 of the schedule games.  Alternating bowlers will qualify for individual awards if they have bowled in 2/3 of the scheduled games.

Teams and individuals can qualify for one high game and one high series award.  Special high series and game prizes may be awarded in both handicap and scratch categories; however, no one individual can qualify for an award in both categories. A player who qualifies for a high game prize in both categories shall receive only the prize of greatest value.  If a bowler qualifies for prizes of equal value, the scratch prize will be awarded.  Similar consideration will be given to high series award.

The winner of the first half will bowl the winner of the second half of the season.  First and second place prize money will be awarded to these two teams.

Rule 7.   Entering Averages

Bowlers shall enter the season with their year-end average from the previous season and continue to use this average for the first 9 games bowled.  If a bowler has bowled in more than one league, the year-end average from the Bowling Out Loud League shall be used.  If the bowler has bowled in more than one league and has not previously bowled in the Bowling Out Loud League their highest year-end average shall be used.  New bowlers or bowlers with no year-end average from the previous season will have their average calculated after thefirst week (3 full games) of bowling.

Rule 8.  Handicap

The handicap allowance shall be 100% and shall be based on the difference between each individual’s average and the scratch figure of 200.  The team handicap for each scheduled match shall be the total of the individual handicaps for the players in the lineup.

Bowlers who do not yet have an average will have their handicap computed after the first complete series, to be applied on the games in that series and on the next series in which they compete.  Bowlers in this category must bowl all games in the first series in which they compete to qualify for the handicap.

Rule 9.   Team Rosters

Captains will turn in rosters of team members to the secretary prior to the scheduled start date.  Rosters will be limited to 5 players.  A 6-person roster is acceptable if 2 persons share one position, e.g. bowl on alternate weeks, same consideration shall be given to a 7-person roster if 4 persons share two positions.  Any roster changes must be reported to the league secretary one week prior to the time the new team member bowls, except in the result of a death or extreme absence.

New players cannot be added to a team’s roster in the final 5 weeks of each scheduled round without the approval of the board of directors.

Rule 10.   Substitutes

The league shall maintain a list of roving or floating substitutes.  Men may substitute for women and women for men. No one may bowl with more than one team for the regularly scheduled games each week.  Substitutes may qualify for prize money and individual awards if they bowl at least 2/3 of the season.  Substitutes may qualify for the banquet if they bowl in at least 1/2 of the season.

The secretary shall compile a list of floating substitutes and phone numbers to be distributed to the team captains, provided the substitutes will allow their names to be handed out.  The secretary will also make monthly updates to this list and distribute them to the team captains.

Rule 11.  Legal Lineup

Only players on the team roster shall count towards a legal lineup.  A legal lineup is composed of at least 2 members of a team’s current roster.  A minimum legal lineup must be present by the completion of the third frame of each game.

Rule 12.   Absentee and Vacant Scores

Absentee scores shall be allowed when a team has a legal lineup, but less than a full lineup, at the start of any game in a series.  The absentee score shall be the absent member’s average less 10 pins.  The absentee’s entering average will be used until a current average of 3 or more games has been established.  When there are additional members on a team roster, the absentee score of the absent member with the most games bowled shall be used.  For example, if two absentee scores are needed, the average less 10 pins of the absentee with the next highest number of games shall be used. In this example if two absent members have the same number of games, the lower absentee score shall be used.

The handicap shall be figured on the actual average of the designated absentee. When a team does not have enough players on its roster for a full lineup, a vacancy score of 120, with handicap based on that score should be used.

Rule 13.  Postponements

Postponements will be allowed if only when the following conditions are met:
  • League Secretary must be notified 48 hours prior to the scheduled match, unless an emergency situation occurred.
  • Opposing team may bowl unopposed on the scheduled date of the match.
  • Team requesting postponement shall be encouraged to make up the games by the following week, however, these games must be bowled prior to the date of scheduled competition for final team standings in each segment of the split season.
  • Rescheduled matches must be at the convenience of the bowling lanes.

Rule 14.  Bowling Unappossed

An individual team member will not be permitted to bowl against scores, nor will any individual be permitted to bowl league games before or after a match.

Rule 15.  Tardy Players

A bowler who arrives late may enter the game provided 3 frames have not been completed.  Frames missed may be made up.  Games, including partial or complete absentee scores cannot be credited to a player’s average.

Rule 16.  Unfinished Games

If a bowler cannot finish a game, he or she may be replaced by a substitute, either male or female.

Rule 17.   Odd Number Teams and Forfeiture

If the league consists of an odd number of teams, or a team forfeits the games, one team will bowl against their total team average each week.  To be awarded points under Rule 18, the total pins bowled in a game must exceed the team’s current average.  To be awarded the series point under Rule 18; the total pins bowled for the series must exceed the team’s series average.

Rule 18.  Position Standings

Standings shall be determined on a point basis, with two points awarded for each game won and one point for total pins in each match.

Rule 20.   Support Community Organizations

Each bowler is encouraged to support any and all community based efforts in regards to HIV/AIDS and organizations of the Gay and Lesbian community.

Rule 21.  Position Round

In the event of a tie entering into a position round the tie shall be broken based on the team’s Total Pins Handicap for that particular round.  If a tie occurs after bowling the position round the two teams must bowl one game immediately following the tie.  If a tie remains after a one game bowl off, a ninth and tenth frame will be bowled until a winner is determined.

Rule 22.   Teams Entering After Week #1

In the event a team enters the league after completion of week #1, the team will be assessed 0 points for weeks not bowled and will be assessed the league fees accrued to that point.  If a team enters after two weeks of bowling, the officers will decide if the fees will be assessed.

Rule 23.   Teams Entering The Season with Less Than Full Lineup

In the event a team enters the bowling season with less than a full roster, the league will cover league fees for the empty spot for the first two weeks of bowling.  After the second week of bowling the team will be assessed the league fees.

Rule 24.   4 Person Teams

In the event a team bowls with a 4-person roster, the team shall be responsible solely for the prize money portion of the weekly dues for the 5th position.  The team shall use a vacancy score established under the vacancy rule with its applicable handicap.

Rule 25.   IGBO

Bowling Out Loud League will pay the membership fee for IGBO.
